New perspectives on using diplomacy for the resolution of the Ecuador-Peru conflict

This chapter analyzes and explores the capacity of the societies to support the processes of negotiation on the diplomatic front and construct a culture of peace. Naturally, there is no intent to suggest that this participation could displace the diplomatic negotiations. Ffa-mal negotiations are irreplaceable and, just as the military negotiations that led to the construction of measures of confidence for the prevention of conflicts, they should be respected for their specific logic. What is argued here is that the environment for such negotiations should be subordinated in the most rigorous sense to political will that would simultaneously express the commitment of the peoples of both nations to a jointly binding destiny that extends beyond the signing of an agreement of peace, as a permanent guarantee of its effectiveness.
