Abstract

In Ecuador, the implementation of neoliberalpolicies developed in the last two years havesystematically decreased the response capacityof the State, which has generated an increasein socio-economic gaps (inequality, povertyand exclusion) in a population majority thatis far from the government. the constructionof policies that guide the common good. Thisarticle analyzes from acomparativeperspective(cholera epidemic 1991-COVID-19, 2020)the relationship between social inequality,poverty and the negative effects on vulnerablepopulations in health crises, placing emphasison the priorities of governments, whethereconomic, social or policies
