Abstract
In Ecuador, the implementation of neoliberalpolicies developed in the last two years havesystematically decreased the response capacityof the State, which has generated an increasein socio-economic gaps (inequality, povertyand exclusion) in a population majority thatis far from the government. the constructionof policies that guide the common good.
