Automating case assessment in Ecuador’s legal system: a web-based application for COIP consultation

Abstract

In today’s digital era, countless sectors have undergone transformational shifts, embracing modern technologies to optimize operations and service delivery. However, some fields have been slower to adapt, with the penal field in Ecuador being a poignant example. While other sectors have harnessed digital platforms for efficiency and broader reach, the legal framework in Ecuador remains largely traditional, posing challenges in terms of accessibility, efficiency, and public understanding. This discrepancy not only hinders professionals in their work but also creates barriers for the general public seeking clarity on legal matters. This paper introduces a web-based legal system specifically designed to address this gap. Our system focuses on enhancing accessibility and understanding of the Comprehensive Organic Penal Code (COIP) for both professionals and the general public. Specifically, we concentrate on Section Nine, titled Crimes Against Property Rights, situated within Chapter II Crimes Against Freedom Rights of Book I Penal Infraction. Through this platform, users can consult and evaluate legal cases, integrating the stipulated sanctions and corresponding legal nuances from the COIP 2014 (reformed on Feb. 2021). A user-friendly interface ensures efficient navigation, with features such as database queries, case evaluations, and a search history.
